This is a Folk Brass (village) foot scraper or scrubber (vajri) from India. The functional part is surmounted by a depiction of an elephant. Foot scrapers, as the name would suggest, were used to smooth the skin on the soles of ones feet, and it was something done in private. Within the base are small, loose metal balls (or bells) which emit a distinctive ringing sound when the scraper was being used, tactfully warning people not to enter the room
